8. Mobile Numbers & SMS Communications
GovWorx provides a business-to-business platform that enables our customer organizations to send authorized service-related text message updates to their end users.
GovWorx does not collect mobile phone numbers directly from end users. Our customers independently collect and control the mobile phone numbers used for communications sent through the platform and determine the purposes and means of their processing. Accordingly, customers act as the data controller (or equivalent role under applicable law), and GovWorx acts solely as a service provider or data processor, processing mobile phone numbers only on the customer’s documented instructions and exclusively to deliver customer-authorized communications.
GovWorx does not use mobile phone numbers for marketing, nor does it sell, rent, share, disclose, or otherwise monetize them for any third-party or affiliate promotional purposes. Mobile phone numbers may be processed only by trusted service providers (e.g., carriers and messaging infrastructure providers) as strictly necessary to deliver customer-authorized messages, subject to appropriate contractual, confidentiality, and data protection safeguards.
Our customers are contractually required to comply with all applicable laws, regulations, and industry standards governing text message communications, including obtaining and maintaining any required express consent and honoring opt-out requests. Customers may not use the GovWorx platform to send unauthorized marketing messages or sell, share, or disclose mobile phone numbers to third parties except as permitted by applicable law and the GovWorx customer agreement.
GovWorx implements reasonable and appropriate technical and organizational measures designed to protect mobile phone numbers against unauthorized access, disclosure, alteration, or destruction, consistent with its contractual and legal obligations as a service provider/data processor.
